Legal Basis

Act No. 277 of July 31, 1974, as amended.

Regulation No. 7205 of August 21, 2006.

  • The Board of Professional Examiners was created by Act 277 of July 31, 1974, as amended, and its members are appointed by the Governor of the Commonwealth of Puerto Rico, with the advice and consent of the Senate of Puerto Rico.
  • The Appraisal Foundation is a private nonprofit corporation recognized by Title XI of FIRREA to, among other things, achieve professionalism through the establishment of uniform standards of practice for appraiser certification and licensing qualifications (http://www.appraisalfoundation.org).
  • The Appraisal Qualification Board is an independent board of the Appraisal Foundation that establishes the minimum requirements in terms of experience, education and criteria for examining appraisers.
  • The Appraisal Subcommittee 's purpose is to ensure that appraisers who perform appraisals involving real estate that may expose the U.S. Government to economic loss are properly trained and vetted to ensure that their competence and independence of judgment is in accordance with the highest professional and ethical standards. It is responsible for overseeing state and territorial boards of examiners in licensing and certifying appraisers.

  • High School Diploma must be evidenced by an original transcript of credits, formally issued by the educational institution and a copy of the graduation diploma.
  • For state license applicants, it shall be required that within the courses approved for the bachelor's degree, at least twelve (12) college credits must be in subjects related to real estate appraisal. For the Federal Certification, fifteen (15) college credits shall be required.
  • Total credit hours passed with exam in appraisal courses including the fifteen (15) credit hours of the Uniform Standards of Professional Appraisal Practice (USPAP) plus the Law and Bylaws course with exam (15 hours). The USPAP course must be no more than two (2) years old for EPA only. Courses may not be repetitive in nature.

Note: Law No. 277 of July 31, 1974, as amended, requires to have the approved credit hours with examination at the time of filing the application for examination.

  • Applications will not be evaluated by the Board, but the candidate must comply with all the requirements established by Act No. 277 of July 31, 1974, as amended.
  • Said application shall be completed in all its parts and sent directly to the new company with the money order or certified check in the amount of $320.00.
  • Once the candidate passes the exam (EPA, Residential or General Certification) he/she must complete the license application and attach all evidence of study and experience.

  • Evidence (notice of grade) that you passed the State licensing examination.
  • Internal Revenue Voucher (yellow copy) in the amount of one hundred and fifty dollars ($150.00) entered to number 5140.

  • Negative Certificate of Criminal Record issued by the Puerto Rico Police in original no more than six (6) months old.
  • Two (2) recent 2 x 2″ size photographs.
  • Original and copy of high school diploma. A copy certified by a Notary Public may be provided instead.
  • Transcription of credits in original.
  • Certification of hours/credit approved or copy of appraisal courses.
  • Affidavit, which shall include the following:
  • The applicant swears that he/she is the person to whom the State License application refers.
  • That the applicant has completed three hundred and ten (310) credit hours with in-class examination, including fifteen (15) credit hours with examination of the Uniform Standards of Practice (USPAP) course, in accordance with the criteria approved by the Appraiser Qualifications Board and the Laws and Regulations course.
  • That all statements contained in the application are true.
  • Certification issued by the Administration for the Support of Minors (ASUME) in accordance with the provisions of Law #86 of August 17, 1994.
  • Manila envelope (size 8 1/2 x 11), pre-addressed and with 3 postage stamps.

Residential Certification

Documents to accompany the Application

  • Evidence (score notification) that you passed the Residential Certification exam. The exam must be no more than 24 months old from the date of the score notification.
  • Copy of your State License (Professional Real Estate Appraiser). Must be current.
  • Two Internal Revenue receipts (yellow copy) or official receipt of payment. One for the amount of $150.00 dollars to income figure 5140, and another for $100.00 dollars to income figure 1312.

  • Certificate of absence of criminal record issued by the Police of Puerto Rico in original with no more than six (6) months of issued.
  • Two (2) recent 2 x 2″ size photographs.
  • Original and copy of high school diploma. A copy certified by a Notary Public may be provided instead.
  • Transcription of credit in original.
  • Affidavit, which shall include the following:
  • That the applicant is a licensed appraiser under Section 8 of Act 277 of July 31, 1974, as amended by Act #62 of August 14, 1991.
  • That the applicant has completed two hundred (200) credit hours with in-class examination, including fifteen (15) credit hours with examination of the Uniform Standards of Professional Practice (Ethics) course, known by its acronym in English (USPAP) in accordance with the criteria approved by the Appraiser Qualifications Board.
  • The applicant applies to the Professional Evaluators Examining Board for accreditation of the required experience, which shall consist of two thousand five hundred (2,500) hours of professional experience obtained in no less than twenty-four (24) months.
  • Narrative report of professional experience of two thousand five hundred (2,500) hours obtained in no less than twenty-four months (experience table) See Guide.
  • Certification issued by the Administration for the Support of Minors (ASUME), in accordance with the provisions of Law #86 of August 17, 1994.

General Certification

Documents to accompany the application

  • Evidence (notice of grade) that you passed the examination for General Certification. The examination must be no more than twenty-four (24) months old from the date of the grade notification.
  • Copy of your State License (Professional Real Estate Appraiser)
  • Certificate of absence of criminal record issued by the Police of Puerto Rico in original with no more than six (6) months of issued.
  • Two Internal Revenue receipts (yellow copy) or official receipt of payment. One for the amount of $150.00 dollars to income figure 5140, and another for $100.00 dollars to income figure 1312.

  • That the applicant is a licensed appraiser under Article 8 of Act 277 of July 31, 1974 as amended by Act #62 of August 14, 1991.
  • That the applicant has completed three hundred (300) credit hours with in-class examination, including fifteen (15) credit hours with examination of the Uniform Standards of Professional Practice (Ethics) course, in accordance with the criteria approved by the Appraiser Qualifications Board.
  • The applicant applies to the Professional Evaluators Examining Board for accreditation of the required experience, which shall consist of three thousand (3,000) hours of professional experience obtained in no less than thirty (30) months.
  • Narrative reports of professional experience of three thousand (3,000) hours obtained in no less than thirty (30) months.
  • Certification issued by the Administration for the Support of Minors (ASUME), in accordance with the provisions of Law #86 of August 17, 1994.

To establish the experience, the applicant shall self-evaluate his/her professional practice to determine the accumulation of the 3,000 hours of experience obtained in no less than thirty (30) months.

This evaluation of the applicant's professional practice will be based on the format stipulated by the AQB (model is found in the form and applications section) and on the criteria of the table of credit hours.

  • The Board will request the reports by means of a written communication.
  • If the applicant holds a State license (EPA) and applies for general certification, the Board will require three (3) commercial reports (commercial, industrial, detailed rent study or special prop.) and four (4) residential appraisals.
  • If the candidate has residential certification and applies for general certification, the Board will request three (3) commercial reports.
